No. It is a publicly owned company, meaning that 100% is owned by the government on behalf of the people. Publicly owned companies are not open to foreign investment.
A bit of a breakdown of who owns what:
Arcacian Airlines: Arcacian Government - 100%
SouthAir: Arcacian Airlines - 100%
Air Lycanth: Lycanthian Government - 75%; Arcacian Airlines - 25%
Australian Airlines: Arcacian Airlines - 75%; Government of Australia - 25%
East-West Airlines: Australian Airlines - 100%

I flew on Australian Airlines from Sydney to Canberra when I was 10. They really were a fantastic airline and it was very sad when they disappeared.
I never flew on East-West, but from what I heard they were also pretty good. It was based in a country town so they had a very relaxed attitude on board. Again, a sad day when they disappeared.
EDIT: I just remembered that I flew from Sydney to Perth on Australian Airlines, before it changed it's name. It was Trans Australia Airlines (TAA) back then. I was only 6 months old, so I don't remember so much.
I never flew on East-West, but from what I heard they were also pretty good. It was based in a country town so they had a very relaxed attitude on board. Again, a sad day when they disappeared.

On the Destinations, you cant fly into Nadi as Fiji is part of Aleksania (long story), and you have an embargo on Aleksania

Aleks - Arcacia does not recognise Aleksania's claim over Fiji.
Emgmod - The maps were easy. First you have to find a base map on Google. That's the hard part. Finding something that shows everywhere you want but is fairly blank. The Arcacian Airline and Australian Airlines maps are essentially the same base map, I just trimmed it for Arcacian Airlines. East-West was the easiest. As for Air Lycanth, I had to use the only map of the South Pacific I could find. SouthAir's map had to be done from scratch. I used Google Earth.
Then, you open the maps in MS Paint, plot in the destinations, use the curvy line tool to connect the dots, enter the names and you're done!

That's actually kinda cool! I have already kind of revived Ansett - I replaced one of the default liveries in FS9 with Ansett so that AI made more sense.

On the topic of dead airlines, when I'm in FS9 it's a completely different world to real life. In reality, Australia's domestic market is served by Qantas, JetStar, Virgin Blue and Tiger. In FS9, it's Qantas, Ansett, Australian and East-West.
The reason is simple. Tiger is by far the WORST airline I've ever flown with. Qanats has always been, is still, and always will be Australia's iconic airline. That being said, I was not at all happy when they swallowed Australian. What happened to Ansett was grossly unfair, as was the fall of East-West. I've flown with Virgin before and will be flying with them again next month and as far as I'm concerned they've earned their wings.
That's the beauty of a simulator - you're not bound by reality.
I've found some payware that I'm keen to get my hands on called EZ-Scenery which will allow me to put Arcacia into the game. Unlike FS8, where there was a freeware version, this version actually makes addon scenery appear as default so you can fly IFR, complete with vectoring.
It's designed for AI traffic, but it's completely flyable.

nice. United & US Airways are they cr@p airlines ive flown on from the US. and hawaiian. never fly on hawaiian. ough!

I flew United from Sydney to LA and back. Worst. Experience. Ever.
On the way home, my knees were hurting as I have hereditary arthritis. I asked for pain killers. You know, like aspirin or paracetamol. The flight attendant said: "Oh, sure - I'll just go get you a pack."
She came back 5 minutes later with a deck of playing cards. PLAYING CARDS!
I should also mention that I think the pilot on the return flight was ex-military. I say that because he was treating the 747-400 we were in like an F-15.
Next time I'm flying Qantas. Qantas is awesome. Australian was also very nice. I flew to Canberra with them when I was 10 and I was in an aisle seat. I asked the flight attendant if there was a spare window seat available and she moved me straight away - to business class. Virgin are also pretty good.

We left from a normal jetway in the main part of the domestic terminal. Got to Melbourne and the plane parked outside the Freight Management Centre. I arrived at the "terminal" - Terminal 4 at YMML is a demountable shack - and spent the next hour of my life in the check-in line. The plane was delayed almost an hour and they changed gates on us. Changed gates in a gateless terminal. Go figure.
