Republic of Arcacia

Arcacia has free, universal healthcare. The government considers that it has a duty of care towards citizens, residents and visitors and so Medicare Arcacia automatically covers any person inside Arcacia's borders.

Medicare has a "head-to-toe" policy and so everything to do with a person's health is covered, including visits to a GP, prescription medication, dental, surgery and recovery. It also covers long-term interventions such as chemo-therapy and radiation for cancer, treatments for HIV/AIDS, equipment and therapies for the disabled and crippled. Psychological and psychiatric care is also covered, and includes treatments, appointments, long term care and even drastic interventions such as gender reassignment surgery, abortion and euthanasia.

Certain things are not covered, and these include anything that has not been proven by science or have been proven either ineffective or counter-productive. In this category are treatments such as chiropractic, homoeopathy, acupuncture, natropathy and iridology. Many so-called "alternative medicines" are actually illegal for one reason or another. In the case of chiropractics, it is because there is a demonstrable risk of harm with no real benefit. In the case of homoeopathy, it is due to both the fraudulent nature of the product and also because of the demonstrable harm of people thinking they have been treated when in fact they have not. Also, the use of homoeoprophylaxis (homoeopathic vaccination) is an offence punishable by imprisonment.

Vaccinations are compulsory in Arcacia, mainly due to the fact that the part of Australia that borders Arcacia is the Northern Rivers region of New South Wales which has the lowest rates of vaccinations of anywhere in that nation and has seen a recent epidemic of pertussis, commonly known as whooping cough which has cost the lives of three infants and seen 19,000 people fall ill. Arcacia can not afford such an epidemic here as that number equates to roughly 10% of our population. Children are only exempt from vaccinations if they have been determined by a physician to be immuno-compromised or have another underlying medical condition that prevents them from being vaccinated. Expemptions are not given for any other reason, such as objections due to religion or so-called "conscientious objectors" whom the government views as particularly repugnant.

It is illegal to enter Arcacia without having first been vaccinated or have a note from a physician that exempts one from vaccination. Due to the afore mentioned epidemic, border controls were placed on the Australian border for the first time in Arcacia's history. Prior to this, an open border policy was observed.

Arcacia has the highest vaccination rates in the South Pacific, at >99%. Arcacia subsequently has the lowest rates of many diseases, such as chicken pox, measles, mumps, rubella, pertussis and influenza. Polio was eradicated in the 1960s and has not resurfaced.

Arcacia's healthcare policies mean that Arcacians enjoy a very high standard of healthcare. Ambulance response time is very quick and the ambulance service is covered by Medicare. Arcacia has world-class hospitals, clinics and disease research centres.

The government's policy on healthcare is in response to the Republic's commitment to facilitating the right to life.

Kingdom of Hypertrophy healthcare is a single-payer system. It was signed into law in 1952, by Empress Alanis. It has been proven to be one of the best social programs in the Hypertrophy Kingdom. Empress Alanis believed that saving a life is the moral thing to do. and it should not be resulted as a profit.

Before 1952, the average life span in Hypertrophy was 60.5 years. Today the average life span is 82 years. Much has improve since then.

The name of the single-payer program is the Sempiternal Health Services (SHS), a national health insurance program that covers everything from general practices, dental, optical, surgery, treatments, vaccinations, psychological, and now prescriptions*. However, there are restrictions for the SHS, because it doesn't cover anything that isn't practice in an orthodox manner. (i.e. alternative medicines; things that are not sceintifically proven) However, marijuana is an exception and is allowed to be used for medicinal purposes since it is legal in Hypertrophy.

Vaccinations is a must. Since the SARS outbreak in 2003, Emperor Lancely required anyone visiting or residing in the kingdom to be vaccinated. Kingdom of Hypertrophy has deemed it optional to be vaccinated until 2004. If a person has been previously vaccinated, a particular note from the health agency in any nation must state that the person has been fully vaccinated to be permitted in the Hypertrophy Kingdom. If the person has not been vaccinated, they are permitted to stay, but must be required to be vaccinated. The visitor pays a flat fee of 30 Royals. But they must be cleared with the SHS for any kind of blooborne or airborne viruses, before they enter.

Children at time of birth are required by Hypertrophy Law to be vaccinated for chicken pox, measles, mumps, rubella, pertussis and influenza.

Every fall & winter, the kingdom allows the SHS to provide for employees to get themselves checked out. The SHS may come to a workplace (i.e. factories, military, or office towers, gov't bldgs.) to provide tests and vaccinations from influenza and other outbreaks.

The Kingdom of Hypertrophy takes a very serious stand on being tested STD's. AIDS, HBV, Syphillis, Gonorrhea, and Herpes. While the government doesn't believe in telling people to curb their sexuality, the demand that educational facilities provide the mandatory sexual education from 7th grade on up. Hypertrophy has been contreversial in handing out free condoms to students, and people in public facilities. But it has the lowest teen pregnancy rate in North America, and the lowest STD rate in North America. According to Cosmopolitan Magazine. Kingdom of Hypertrophy has one of the most sexaully active people in the world. Well, behind Brazil. The SHS believes that comprehensive sex education is the key to preventing unwanted pregnancy and STDs.

*Prescriptions before 2005 was sold at market value. After the Pharmeceutical Act of 2005, there is a price cap on prescriptions. The price cap may vary, but it protects the consumer from being gouged.

Kingdom of Hypertrophy does provide health insurance to its citizens who visit the United States. Unlike the American Insurance Companies, the Hypertrophy Health Insurance Company is fully guaranteed to cover all expenses. The person pays a range of 50 Royals to 100 Royals depending on single, couples, or family.

Although, the Sempiternal Health System is far from perfect. It does guarantee that every citizen is covered from head to toe.

The Republic of Aleksania's heathcare system is very much like that of the United States. The main difference is that all yearly checkups are free (more then once a year is not covered). The main reason for this is before this system was introduced, many people would use trible midcations, which fightenly in most cases caused more harm then good. Also, the goverment provides an instant payment plan for the lower and middle classes, in which if you are in need of urgent medical attention (ex. heart attack), but you don't have enough money to pay upfrount, the government will pay for you and then you will have to repay the government over a period of a year, but with no interest.

The United Republic of Escambia healthcare system, in a Universal Healthcare System, Each person at the beginning of the year is required to pay Healthcare in AOIN - Information about your country healthcare 102290 100 ( Healthcare in AOIN - Information about your country healthcare 102290 =AINERO, AIN's official currency. AINERO is equal to 3.12 US Dollars.) After there prepay for each year and medical treatments are paid for by the starter cost from the beginning of the year. There is one small catch to the system. If a hospital deems your taking advantage of the system by excessively using the healthcare you receive you may be charged for all those visits. This charges will not be charged until after a judge in the supreme court systems in each city deem that the allegations are correct by evidence

Note: I don't know much about the different type of healthcare system so I will provide as much details as I could to help you understand the healthcare system of Fornax, Rafforsia and West Borneo.

Fornax (including West Borneo)
As stated by the Universal Fornax Healthcare Act, all 37 countries of Fornax (except Rafforsia) must follow the healthcare system created by the Donaxeration of Fornax. Any alteration of the healthcare system must be approved by the Donaxeration of Fornax and any country government that violates the law will be dealt with according to the Universal Law of Fornax.

Healthcare is generally free within Fornax, with the exception of the United Freecaxian Republic (UFR), in which patients are charged according to their total value income (monthly salary, money deposited in bank and type of residence). All patients are able to receive any kind of treatment that are under the list of free treatments stated by the Universal Fornax Healthcare Act. The common free treatment includes treatment of the common flu, compulsory and recommended vaccination, treatment of life-threathening diseases and terminal diseases, annual dentistry check-up, annual optical check-up and emergency treatments. Complex treatments such as surgical operations will be billed to the patients, in which the patient will have to pay 10.7% of the cost of up to a maximum of 12000 Fornax Fouk (ŧ12000). Lifetime treatments will be billed to the patients, in which the patient will have to pay a monthly payment of 1.9% of the original monthly cost with an additional 130 Fornax Fouk (ŧ130). Due to the cheap treatments offered, no medical aid programmes have been set up as everyone are able to afford to pay of the treatments. All treatments are also required to follow at least a minimum safety guidelines with high quality equipment used.

Universally, there are sufficient healthcare facilities to serve every needs of the people of Fornax. For every one hospital beds, to can serve 98.35 people of Fornax (including the two Earth colonies).

All citizens of Fornax must undergo a free compulsory vaccination programme that will last from age 1 to age 10 of all person. The vaccination will protect the person from chickenpox, smallpox, measles, mumps, rubella and murcipello (more commonly known as Fornax Flu). People of all races and religion must undergo the vaccination programme and failing to do so will result in punishment by the law. Any other vaccination are optional to the general public. People of West Borneo are not required but recommended to undergo the vaccination for murcipello.

HIV and AIDS victims will receive free complusory HIV/AIDS treatment for life, which includes check-ups and vaccinations. However, HIV and AIDS victims are extremely rare on Fornax and victims of HIV/AIDS will not be look down upon by the public. Any citizen of Fornax caught to be looking down upon such victims such as verbal and/or physical insults, denial of job, denial of service, refusal of using shared toilets and refusal of using public transportation will be severely dealt with according to the Universal Law of Equality Rights.

Rafforsia
Despite being a country of the Donaxeration of Fornax, Rafforsia is totally exempted from the Universal Fornax Healthcare Act.

Rafforsia's healthcare system follow closely to the healthcare system of Singapore. All patients are required to pay for their medical bills by themselves. Due to the nature of the cost of such medical bills, MediSave and MediLife have been created to ease the burden of the individuals. MediSave allows the government to step in and pay for a certain fixed percentage depending on the person's monthly income. However, only treatment that cost ri$220 and above will only be covered by MediSave. MediLife allows an individual to pay even lower medical bills should the medical bill cost more than ri$350 (for low income groups) or ri$720 (for middle income group) even after MediSave have stepped in. In addition, MediLife will cover for all kinds of treatment. Dental check-up and optical check-up, including getting new spectacles and/or contact lenses, are not covered by MediSave and MediLife.

In Rafforsia, one hospital bed could cover for 82 Rafforians.

All citizens of Rafforsia must undergo a compulsory vaccination programme that will last from age 1 to age 10 of all person. The vaccination will protect the person from chickenpox, smallpox, measles, mumps and rubella. People of all races and religion must undergo the vaccination programme and failing to do so will result in punishment by the law. Any other vaccination are optional to the general public. Rafforians are not required but recommended to undergo the vaccination for murcipello. Recently, there has been a proposed bill that all Rafforians must receive compulsory vaccination from Influenza A (H1N1) virus.

1 in every 52 people, or 168 000 out of 8.7 million people, are tested positive for either HIV or AIDS. Similar to the Fornax's Universal Law of Equality Rights, victims of HIV/AIDS will not be look down upon by the public. Any Rafforian caught to be looking down upon such victims such as verbal and/or physical insults, denial of job, denial of service, refusal of using shared toilets and refusal of using public transportation will be severely dealt with according to the Rafforsia Penal Code.

There's not a lot to say about Galliar's healthcare.

Galliar as his own health insurance. Almost 33 % (50 000 000 $GLC) of the whole budget is invested in health and hospitals. We have very clean hospitals to protect the patients to get any other disease.

1 200 000 people out of 10 000 000 have the AIDS and HIV. And as for Fornax / Rafforsia, everyone or everything hurting those victims are punished severely by the Gallian Court.

Yes the rate is a bit high.

To answer to anarchy0029, it is comprehensive education program.

If we take statistics from 10 years ago, the rate was at 15 %. So it is reducing slowly, but surely...
