Welcome to Day 5 of this Minor Summit. Today we return to Ollingdale Green to discuss public services.
Public services are vital to creating the best cities you can – policing, healthcare, education and fire services can change a city from a fly-ridden slum to a green and glorious metropolis.


1. How do you run the healthcare services in your cities? (Do you use large radius, high capacity hospitals sparingly, or lots of smaller hospitals for example?)

2. How do you run the education system in your cities?

1. How do you run the healthcare services in your cities? All healthcare facilities are based on density in the cities in Hypertrophy. In the City of Hypertrophy alone, for every hospital center requires at least 3-4 clinical facilities. In City of Gartlan for every hospital requires 2-3 clinical facilities.The hospitals are funded by taxpayers in both city, county and federal level.

2. How do you run the education system in your cities? City of Hypertrophy has a large number of educational facilites ranging from primary to secondary, and vocational/art schools. In nationwide, Kingdom of Hypertrophy has one of the most comprehensive learning facilities. While other countries may use multiple choices to determine the students' knowledge, the Hypertrophy Kingdom does not. In fact, in 1979 the Grand Parliament has banned the use of multiple choice questions for schools, because it deters the thinking. In 1987, the Grand Parliament has passed a mandatory comprehensive sexual education, due to the rise of HIV/AIDS and other STDs in North America and unwanted teen pregnancies in the kingdom. This requirement is made to students ranging from 8th grade all through high school. In 1998, the most comprehensive cirriculum was initiated in the Grand Parliament. Financial Education 101 and Financial Education 202. Kingdom of Hypertrophy is the only nation in North America that teaches the basics and reality of money, and entrepeneurship. However, it is an elective course in high school if students wish to take the course.

But after high school, there has been difficult challenges to tuition rates in college. As of 2009, college enrollment are at an all time low, due to excessively high loans and cost of tuition. Empress Elina is working on universal education in the public and private sector. However, that debate is ongoing with the Grand Parliament.


3. How do you run the fire and police services in your cities?
Every city has an OEM (Operation of Emergency Management) for both fire and rescue services. This also correpsonds with PD for 911 calls, mass situations such as riots, disasters, accidents, and terrorist threats. OEM was initiated in 1970 when an explosin ripped through a warehouse at Orenthal Naval Base. The response time and communication was so poor, the city government vowed it wouldn't happened.

As for as the Police Departments, there are several different divisions. Most cities have regular uniform officers, and detectives. You have the Narcotics Unit (NCU), Street Gang Unit (SGU), Harbor Units in Hypertrophy, Damoskinos, Gartlan, Valentina, and Ft. Matejcek. And Hypertrophy's Most elite police force: Emergency Service Unit (ESU) The Emergency Service Unit are similar to SWAT. The ESU was formed in 1986 after a poor police response to a 21 hostage situation which led to 10 deaths in the Financial District of Hypertrophy. Since then, there hasn't been an error
of response ever since. The ESU is also a respondant in dealing with riot situations and apprehending Hypertrophy's most dangerous criminals.

A large, centralised hospital, surrounded by satellite clinics. Large cities will have more than one hospital. It is based on population density and service area.

2. How do you run the education system in your cities?

Each district has a university and there is also a national university. There are several primary schools in each city and a few high schools and one or two colleges, which in Arcacia are pre-university.

3. How do you run the fire and police services in your cities?

Each capital has a large police station with a helicopter. There are also smaller police stations peppered throughout the cities. The same with fire stations. Airports also have their own emergency services in the form of a crash response unit.

Due to a smaller number of replies in this thread compared to others, Day 6 will start a day late, and will start this evening BST.

1. How do you run the healthcare services in your cities?
Healthcare in the Big 3 islands is organised with several large general hospitals, and many local clinics where General Practitioners are located are across each residential district. On smaller islands, there are some midsize clinics with operating theatres etc, and local clinics.
All healthcare is free and paid for via the tax system.


2. How do you run the education system in your cities?
Each district, regardless of the density of the area, have at least 1 nursery facility, a primary school and secondary school. Cities and towns have colleges in central districts, and there are 3 universities - Woking, Ollingdale City and Mount Olling.

3. How do you run the fire and police services in your cities?
Fire and Rescue stations are centred in each district, with 5 stations in the capital city. Fire and Rescue Air Services are based at heliports and all airports.
Police services are run similarly - Ollingdale City has a large central police station and several smaller ones in each district. Woking has a main station in the heart of the city, and others in each district. Smaller islands have one station for them. The armed and riot police, military police and terror squad are all based in Ollingdale City.
