Discovered on 9 July 2010, Influenza A Virus Subtype H4N4, or dubbed as Fornax Flu by the media, is a pandemic that is only happening in Fornax.

Earlier today at 10:00, 8 July 2010, vaccination against the mutated STS strain have begun at selected medical clinics and hospitals. People affected with the mutated STS strain were vaccinated first.
There were long queues for the vaccination. People under the age of 20 were only selected to receive the vaccination first as this age group is the most vulnerable.
Everything went well, but at 11:43, the paramedics received an emergency call from a mother. Apparently, her 14 years old daughter, who received the vaccination, collapse on the ground all of a sudden and became unconcious. The incident happen in downtown Sypogen.
By 12:17, the daughter arrived at the A&E Department of Downtown Hospital @ Sypogen. At around the same time, the paramedic received another 5 calls, reporting the same thing: their children who received the vaccination went unconcious all of the sudden.
By 12:30, more than 42 children under the age of 20 were hospitalised, all reported the same thing.
By 12:52, the doctor attempting to revive the daughter, whose heart stop functioning properly, died. The doctors have failed to save her. By 13:00, an additional 3 children died for the same reason.
By 13:30, a total of 46 children died for the same reason as the first victim. Another 261 children were in critical condition. Hundreds of other children were put under Intensive Care Unit for fears of more death.

Following to new scare, the Ministry of Health immediately stop all vaccination. They then release an important announcement to the public, informing all parents whose children have receive the vaccination to immediately send them to the nearest hospital. It is unknown how many people received the vaccination, but it is estimated that over 1000 children were vaccinated.
By 14:00, all vaccinations have been recalled and an investigation was immediately conducted. The medication manufacturer were contacted to ask if the medication was contaminated. The Fornaxian Ministry of Health have requested other countries who received these medications to stop vaccinations for fears of more death.

Parents all around Sypogen are either worried for the children who have received the vaccination or heartbroken due to the death of their children. The parents all blame the Ministry of Health and the Food Safety Authority for the failure of testing whether the vaccination is safe for children.

The medication used during the Vaccination Period in Sypogen are not STS E-3400 as by 10:00, the medication are on the way to Shushtrepistaz as part of the recall.
The other two medication were used instead.
Note: Since you didn't mention whether the other two are safe for children, I assume that it is safe. Also, the recalled medication is only suitable for children aged 4 and below, while there are no age restriction for the other two. Therefore, my assumption is most likely to be correct.
If however the other two are not safe for children, the medication manufacturer and the Shushtrepistaz Health Authorities (since they announce the news of the cure) will be blamed for.

Sypogen Vaccination Incident
On 8 July 2010, children in Sypogen who received STS Vaccinations die one after another. A total of 1012 childrens, all within the age range of 4 to 17, received the vaccination. None of the 1012 survived.
Investigations on the mysterious death begins. Blood samples were taken, with permission from parents, from several deceased children for testing.
Sypogen Disease Research Centre
On 9 July 2010, Sypogen Disease Research Centre officially name the mutated STS strain STS M367.
Also, on the same day, the Disease Centre discover a new Influenza A Virus subtype fund in the samples taken on the day before. On 10 July, the new subtype is named H4N4.
According to the Disease Centre, H4N4 have an almost similar virus structure as the STS M367. Therefore, it is believed, later confirmed, that most confirmed STS M367 cases in Fornax are wrongly classified.
Reclassification of disease
After re-checking all those who were reported to be infected with STS M367, it was discovered that about 60% of the cases were wrongly diagnosed. Those wrongly diagnosed are now reclassified as infected with H4N4.
Cause of death after STS vaccination
On 10 July 2010, Sypogen Disease Reseach Centre have found the reason why all children who received the vaccination died. All of these children were thought to be infected with STS M367 when they were actually infected with H4N4.
When the STS Vaccinations and H4N4 were combined together, a dangerous reaction will happen, eventually causing the blood to clot in certain parts of the body. This result in the weakening of the body, causing unconciousness. Slowly, the blood presure will drop up to a point where the heart begins to fail. Eventually, the heart will fail to work, causing death. No amount of attempts to revive the person will work.
It is unknown whether people below the age of 4 or above the age of 17 will suffer from the same effect. All victims were of the age of 4 to 17.
Changes to Fornaxian National Pandemic Act
After an unanimous vote, the Fornax Parliament passed the changes being made onto the National Pandemic Act.
According to the changes, whenever a medical pandemic has been declared in Fornax, all people that are not at their place of residence must put on surgical masks at all times. In other words, as long as the people are not at home, wearing a surgical masks is a mandatory requirement. No one is exempted by this rule.
Places of consumption such as food centres, restaurants and fast food outlets are exempted of this rule only if marked by a sticker specially designed by the Ministry of Health.
Anybody caught breaking this rule will result in punishment. Repeated offences could result in a heavy fine of up to F$10,000, or a jail term of up to 8 weeks.
Fornax President East Asia and Pacific Tour
After the President of Fornax, Kenneth Qwerton, have been diagnosed with H4N4, the President Tour has been cancelled until further notice.
Prime Minister Nerrisa Paterson have also been diagnosed with H4N4.
Containment of H4N4
After the Ministry of Health increase the Public Health Alert from Orange to Black due to the uncontrollable spread of H4N4, the Fornaxian Government have declared a State of Emergency on all provinces of Fornax. The Fornaxian Borders have also been close. All forms of transport within the Fornaxian Boundary (land, sea and air) must not leave the Fornaxian Boundary. Likewise, any forms of transport outside the Fornaxian Boundary must not enter. Any attempts to leave the country will be intervened by the military for further actions.
To prevent the near financial meltdown in Fornax during the Swine Flu Scare, all forms of economical trading (stock market, cargo trading, etc.) will stop until further notice.
Due to containment reasons and to prevent the H4N4 virus from spreading to other countries, all non-Fornaxian are not allowed to leave yet. The Fornaxian Government have begun contacting all diplomatic missionaries in Fornax for further measures to allow non-Fornaxian to leave the country.

Despite the closure of the Fornaxian Border, the spread of H4N4, dubbed as the Fornax Flu by the international media, is getting worse, with over 1246 cases reported with the last 24 hours (July 13), up by 148% of July 12 figures.
The AIN Department of Education, Safety and Health have now declared Fornax a Danger Zone. If an area is being declared a Danger Zone, unauthorized personnels are not allowed to enter or leave the Danger Zone unless otherwise stated. Non-Fornaxian, including tourists, currently on Fornax are not exempted from this rule.
At this moment, after Fornax was declared a Pandemic Zone, the Ministry of Foreign Affairs have stop any attempts to contact the various embassies to evacuate those nationals that are not a citizen of Fornax. The Fornaxian Tourism Authority will provide accomodations for free (only for selected services) only for non-Fornaxian.
There are also unconfirmed reports that some tourists on Fornax have been diagnosed with the Fornax Flu. It is unknown what nationalities are those tourist are.

The Fornax Flu Pandemic is now getting severe. The number of people diagnosed with the Fornax Flu increased by 2422 to 6748. The death toll count increased sevenfold to 85. All provinces of Fornax are hit by the Fornax Flu.

Aleksania: 27 + 1 death (Several staffs from the Aleksanian Embassy in Sypogen also sick)

After much delays, the Ministry of Health have released the signs and symptons of Fornax Flu:
Fever of 37.6°C (99.6°F) and above for children (age of 12 and below)
Fever of 38.0°C (100.4°F) and above for adult
Excessive Coughing
Sore Throat
Runny Nose
Shortness of breath
Lack of Appetite
Nausea
Vomitting
Myalgia (Muscle Pain)
Headache
Dizziness
Fainting
However, not person infected with Fornax Flu will display all signs and symptoms. There are cases where an infected person might not display any signs or symptoms at all, making it harder to determine the number of people infected. Also, some of the above signs and symptoms might indicate other illnesses such as STS M367 and Common Cold.

General
Medical instituitions all around Fornax are reaching full capacity, especially with the sudden increase of people in critical conditions. The number of people diagnosed with Fornax Flu have broken the 10,000 ceiling and will continue to rise. The death rate have gone over 200.
Containment
In order to contain the spread of the Fornax Flu, the Government have decided to control movement in the following areas:
1) Educational Instituitions, including government schools, universities and private schools. The only exception are those educational instituitions having any form of examinations.
2) All hospitals and medical centres, both public and private. Only a maximum of two visitors per patient is allowed in Restricted Areas. All visitors can only stay in the Restricted Areas for a maximum of four hours.
3) All airports, whether international, domestic or private, will be close until further notice. All flights within Fornax are now grounded.
4) InterSpeed (high speed rail) will have their frequency of their services reduced.
5) Office hours will reduced from 8 hours (09:00-17:00) to 4 hours (10:00-14:00).
6) All Parliamentary Meetings will ceased until further notice.
7) All Public Education Instituitions (museum, library, theatre, etc.) will be close until further notice.
8) All subway systems will only be operational from 08:30 to 21:30.
9) All public bus services will only be operational from 08:00 to 22:30. Night bus services will operate as per normal. There will be no bus services from 05:00 to 08:00, and from 22:30 to 00:00.

All further cases for STS M367 will no longer be updated. However, all cases of STS M367 will still be attended to.
