I used buildingplop for those ones and just placed them in the middle of a park and put some streets around them. Although if you want them to be functional, have fun because I can't get them to grow for the life of me.

Its a cheat from 'extra cheat.dll' (@LEX) to plop a building.

Yep, 976 is correct. It's basically a cheat that makes all of your lots, custom and maxis, ploppable. Also, if you place a residential ploppable over a residential zoning it will be functional.

Just type it into Simtropolis or SC4D and it will come up with the Extra Cheat.DLL and some guides to it, I'm not sure on links atm.

A brief look at Jennai there - very little of the city has actually been constructed so far.
