very nice idea! i just dont want any "emergancy system tests", the Tirnreich forbids any annoying, droning noises on the radio.

We could use a Alert Level System to determine either the importance of a particular emergency or the type of emergency or both.
Code Black: Extreme level. People are in massive danger or experiencing massive disaster.
Code Red: Danger level. People are in danger or experiencing disaster.
Code Orange: Severe level. Severe danger or disaster to the people.
Code Yellow: Readiness level. Moderate danger or disaster to the people.
Code Green: Peacetime level. No immediate danger or disaster to the people.
Code White: Recovery level. Danger or disaster has been gone. People in recovery mode.
Here are some example of a case of an oncoming Category 5 Hurricane:
Code Black: Populated area engulfed in hurricane.
Code Red: Edge of hurricane hit the populated area.
Code Orange: Hurricane heading towards the people, mass evacuation takes place.
Code Yellow: Hurricane formed, people possible in direct path. Evacuation takes place.
Code Green: No hurricane threat.
Code White: Hurricane gone, people being to recover.
