Pavallion PM no longer given Empty Pavallion PM no longer given

From today onwards, I will no longer be sending out PM to inform you that your country's Pavallion is ready.
Therefore, please be alert when your country's pavallion is ready.

However, I will still send out Mising Banner Icon PMs to those who have not submitted one.
