New Feature: Global Announcements

Hey y'all!! Ok, so if you go to just about anywhere in AIN, you should see the this thread everywhere, but don't freak out! This is a global announcement. So, from time to time, very important threads, will be made into global announcements.

I'm not sure if everyone can do this, but if everyone can, please use it sparsely, don't global announcement every thread you make. But if you guys cant global announcement a thread and would like a thread to be global announcement made, please PM any of the admins. Thank you!
