Okay, sorry - I've edited it. I was doing about 127 things at once when I wrote that.

The tax free threshold is $9,999. This means that the first $9,999 of income per year is not taxed. The exception to this is those on welfare payments. Welfare payments are not taxed, but any additional earnings above $9,999 (in addition to welfare payments) are taxed.

Do the city populations include the metro area or just the city area? If it's just the city area, Strathmore (my biggest city) will have the lowest population of them all: 747,374.

You can choose which value better fits the city and the region the city is on. For example, the Liberators City is occupies a very large space, so I didn't count on the Metro population. Freeport, according to Nate, if had its metro counted, would have from 20 to 25 million people. And so on... Metro and non-metro population are mixed on this rank.
