DAY 1 - MEET AND GREET AND INDIVIDUAL PRESENTATION OF DIFFERING SYSTEMS
Earlier our delegates met together for the first time and got to know each other. Now it is time for you to show us the basics of your health and education programs.
QUESTION 1: Does your nation offer free healthcare and education for all?

- All Killorglinian children between 4-15 are required to attend school by law, at the age of 15/16 (depending on what month birthday is in) pupils may leave for an apprenticeship or an army officier's training course or take a futher year and complete their GCSE examinations. At 16 education is no longer compulsory but students can go into full-time employment, attend a technical college (at a subsidised price around £600 a year) or attend non-compulsory sixth form in their school (free for 4/5 of students whose parents are in the lower tax brackets - the other 1/5 are required to pay education matenence tax to the government which is around £110 a year) depending on academic ability (sixth form places are limited and require good GCSE results). Sixth form leads to a Leaving Cert - recognised by universities where pupils specialise in 3-5 subjects gaining a separate grade (A-E) for each on the certificate. Technical College leads to a vocational qualification and/or an apprenticeship which whilst not recognised by Killorglin's two universities is recognised by all employers.

- Prescriptions are free for: children under 16, those in full-time education (whether free or paid for), old-age pensioners (65 and above - this is rising to 68 next year) and those on the higher rates of disability benefit, family support benefit or unemployment due to incapacity benefit. Otherwise a standard fee of £5 per item is required.

- Responsibilty for education lies with two ministries: The Ministry of Education (compulsory education and sixth form) and The Ministry for Employment and Learning (apprenticeships and technical colleges). The Ministry of Armed Forces is responsible for army training courses. The ministries control budgets each each section of education (Primary - 4 to 11, Secondary - 11 to 16, Tertiary - sixth form 16 to 18 and Further Education - technical colleges, adult part-time training courses and apprenticeships) as well as the curriculum which is nationalised and the CCEA - the examiniation body who write and mark all public exams. Schools are run by the school board of each of the five thaites. The school boards give a good deal of autonomy to schools and really only make decisions on finance, facilites management, teaching policy and procuring approriate materials (books etc.) to fit in with the curriculum.
Public exams are taken at 10/11, 16 and 18. The Transfer Test (or 11+) is taken at age 10 or 11 which allow for academic selection on the transfer to high school or grammar school (a pupil may attend any school in Cill Orglan that accepts them - it doesnt matter on their area)
QUESTION 6: How is your healthcare system run?

- Run by The Ministry for Health, Social Services and Public Safety the healthcare system is 'socialised'. No one is required to pay for healthcare in Killorglin. Health spending is very high as facilities are modernised and expanded. Private healthcare is prohibited although a controlled market will be created for all those who arent exempt from prescription charges to pay for specialised services such as dentistry, opticians, orthodontistry, chiropractors etc. from 2013. For other services there is and will be no need for private treatment/insurance as with our low population there is little strain on the system and if a citizen needs a treatment not available in Killorglin but documented by the chief medical officer, the government will pay for it to be carried out abroad.

- All Cattalian children by law must attend schooling starting at the year they turn 5 until the end of the calendar year that they turn 18, unless they join the military, meaning they can leave at the end of the calendar year that they turn 16.

- Yes - all citizens and immigrants that have been in the country for three years receive free prescriptions.
QUESTION 5: How is your education system run?

- The Ministry of Academia runs the education system. Education is split into five parts - Preparation, which is ages 3-4, Primary which is ages 5-11, Secondary which is 12-16, Tertiary, which is college (16-18) and Further Education, which is 18+, and includes adult education and university. A majority of the schools in Cattala are faith schools - run by the Cattalian Catholic Church and other religious organisations. They are controlled in a similar manor to non-religious schools, but rules on religious teachings are slightly more relaxed.
Cattala's education system is run on the calendar year - the first term of a year begins on January 7th after the Epiphany, and ends on December 18th. In February students have one week of holiday around Ash Wednesday, at Easter students have two weeks of holiday, and six weeks are taken off from the 23rd June until the 8th August. Two weeks are taken off during the middle of October, thus separating the year into three - January - Easter, Easter - June and August - December.
Public exams are taken during the calender years of the ages of 12 (start of secondary education) 16 and 18.
QUESTION 6: How is your healthcare system run?

- Healthcare is run by the Ministry of Health and is entirely free. Hospitals are located in all towns with a population of over 8000, and modernisation of facilities has resulted in an increase in spending over the past decade. Dentistry and orthodontic care is also free, and opticians have been free for 12 years. Private healthcare is allowed, but only the upper classes tend to invest in it due to the high quality now achieved by public healthcare. Jennai is home to the country's largest private medical centre.

- Shushtrepistaz education is managed by the Department of Education, which divides education into 5 tiers, the 1st being Grades: 1-5, all students in this tier are for the second youngest children tier, this is also considered (Elementary School) in which students are taught basic skills in 7 set subjects and 3 minor ones, the 7 being Mathematics, Grammar, Logic, Composition, Social Studies, Science and Literature and minor subjects being Computer Science, Vocabulary, Language.
The second tier (Middle School) is the third age group consisting of grades 6-8, all students in this tier are taught more advanced skills, and are taught to think “outside the box”. Tier two has 10 set subjects and 4 minor ones, the major ones include: Algebra, Geometry, Grammar, Logic, Composition, Social Studies, Science, Literature, Language, Computer Science. The minor ones include: Vocabulary, Life Skills, Speech, Technology.
The third tier (High School) is the fourth age group consisting of grades 9-12, all students in this tier are taught to derive their own conclusions, and form ideas. Tier three has 8 set subjects and 6 minor ones. Major ones include: Calculus, Trigonometry, Grammar, Logic, Social Studies, Science, Language, Government. Minor ones include: Literature, Computer Science, Vocabulary, Life Skills, Speech, Economics, Composition.
The fourth tier (Major School) is the fifth and last age group (Grades 13-14) in free education terms, unlike the other 3 tiers this is optional, and is only required to go to Technical Schools, some Colleges only require 12 grades completed and maybe a 13th grade. Medical Schools and Special Science Schools require a 14th grade also. The 13th grade includes 4 set subjects and 15 minor ones, major ones include: Calculus, Trigonometry, Physics, and Computer Science, Minor ones include: Logic, Social Studies, Science, Language, Government, Literature, Vocabulary, Life Skills, Speech, Economics, Composition, Health Education.
The 14th grade includes 18 set subjects that include: Higher Math, Trigonometry, Physics, Computer Science, Logic, Social Studies, Science, Language, Government, Literature, Vocabulary, Life Skills, Speech, Economics, Composition, Health Education, and Rhetoric.
The fifth tier includes the first age group (Pre-School - Kindergarten), in this students are taught phonetics, and very basic skills. There are 5 set subjects: Phonetics, Mathematics, Spelling, Vocabulary and Composition

Yes. Private health insurance is required for those earning above $55,000, but anything not covered by that policy is covered by Medicare. Anyone without private health cover is automatically covered by Medicare.

In Arcacia, so-called "alternative" medicines are heavily regulated. Such things as homoeopathy, chiropractic, osteopathy, etc are illegal. Vaccination is compulsory except where a doctor has established that a patient is allergic to eggs, immuno-compromised, or has another condition that prevents vaccination. Objections on religious grounds or "conscientious objections" are not permitted. Failure to vaccinate a child is a reportable offence.
Education is completely free, except for private schools. University degrees are also subsidised by Government. Any remaining fees are tax deductible. This includes money spent on textbooks and university accommodation.

Calaré offers partially free healthcare, citizens have access to free primary healthcare and elective healthcare, but with a levy of 1.9% of income earned if over ₡67,000. If a citizen has private health then they are exempt from the levy, but are only allowed to use the public system for basic consultations.
The Education system is divided into Private and Public. The Calaréann Government provides full fee free education from Kinder to Yr 12. It also subsidizes university education.
