I would suggest using tram instead of EL rail. It gives the city more character. Also add a road right above the EL rail line

I see you're getting custom content. I would recommend using a suburban road system for far flung suburbs. It's not the most efficient use of space, but suburbs never are.

You are getting better. Two things that I want you to improve:
-destroy the ugly dark buildings;
-build some custom parks.

I like the progress so far, at least for the low-rise houses. I think more needs to be done to look for medium-density res and low-density commercial though. SC4D has plenty of those

Maybe, as a suggestion, you should try downloading the bonus ploppable bldgs cheat, and alternate between grown and plop. It'll be one way to just get rid of the Maxis content...and repetition (Still need a little more custom content, maybe looking into some commercial offices, maybe simgoobers' or NDEX? They have plenty...)

It's definitely getting there - I like the suburb in that image. It's clear that the custom content is so much better than the Maxis buildings. Keep at it!

Get rid of all the stadiums. Usually stadiums aren't in the CBD nor near downtown... they are outside the main city. By the way, I guess it'll be great to plop or landmark most of the buildings in the CBD so they won't be the same elsewhere.
Downtown needs to be dense and it's very too wide open in your case.

There are times when there are downtown stadiums, but never a cluster of them.
Also when building downtown districts, cluster taller buildings together, then medium height buildings, then the 1-2 story buildings. Parks in the Downtown District are typically small plazas/green space. I wouldn't recommend making them larger than 1 city block unless it's one of those "Central Parks." If it is a central park, make sure it fits in with the surroundings.

Hmn.. I suggest clumping the towers together, and to keep the land flat, make the stadiums out in the suburbs,

This is getting better and better... but I still think you have a little bit of unorganized cities because you have a skyscraper here and another like 100 meters aways with (nothing) in the middle, try to fix that. You are improving relatively well, continue

This isn't SC4 related, but do you think you could change the shape of Linktoria to something other than straight lines? That never happens in nature.

That's not bad, but like everyone else, You should try centralizing your CBD in a cluster, and I also second the idea of changing the shape of Linktoria . But otherwise, there is great improvement that I'm seeing
