no, SAR means it is a Special Administrative Region, it has a separate administration but is part of the country

Here you can see a detailed city map of Okatabawashi, you'll see the main cities and the mountains, as this map can confirm there is a chinese culture influenced south and a japanese culture influenced north

kind of opposite of Shush where a majority of the cities are inland

Guess what baby I found on my PC again, I thought I had lost it but it is back the Shuto Empire, I want to put it in Okatabawashi, in doing so I made the city smaller and less important, but It still has all the charms !

As you guess it's not an Empire anymore, not even an SAR, but still a big city heavily influenced by Japan, and of historical/cultural importance

Ishigoya is also the most Japanese Influenced Prefecture
