Alliance Health Card
The Alliance Health Card will ensure that all participating nation's citizens are given free medical treatment in AIN countries that they visit, if they need "emergency medical assistance". Similar to the EHIC scheme, the AHC will provide peace of mind to tourists that if they should unfortunately need to visit a hospital, they can receive their treatment for free thanks to the Alliance Health Card scheme.
The scheme will be funded for partially by nations and mostly by the Ministry for Citizen's Affairs from its budget as provided by the AIN Government. The Alliance Health Card is already in use in Cattala, Cill Orglan and Venray.
If you wish for your country to participate in the Alliance Health Card then please post below and you will be added to the Department for Healthcare's map.

Syldavia won't join this because we already offer free health care to all Syldavian citizens.

Some clarifications necessary:
-What is the breakdown of costs, with regards to the bill of each individual patient?
-Do all hospitals in a country participate, or just public ones?
-Does this then cover major illnesses (e.g cancer)?
-If so, are there any ways to prevent it from abuse (by going overseas for free medical treatment?

@Kevin: Each citizen travelling abroad would need to carry an Alliance Health Card, similar to their national organ donor card, for example, which would inform the hospital that they can receive emergency medical attention for free. It only covers healthcare which is normally covered by a statutory health care system in the visited country, so it does not render travel insurance obsolete.
Private hospitals may participate if they sign up to the AHC programme. If a nation alone applies, then it will be guaranteeing that all public hospitals will participate.
This covers emergency medical care, meaning necessary treatment that cannot be received after they return to their home nation. Therefore it doesn't include health tourists or care that can be delayed until they have returned home without risking their life(eg: dental treatment).
That means that cancer treatment cannot be received under the AHC unless it is emergency treatment (eg: in cases where you did not know you had cancer, or if your condition rapidly deteriorates and you cannot return home safely)

Your healthcare system doesn't need to be free. It just means that foreign tourists who need emergency medical attention will have their fees paid for by the Ministry for Citizen's Affairs.

The Alliance of Independent Nations provides an annual budget to Ministry of Citizens' Affairs', Health Department. If the minister believes that this is acheiveable within his assigned budget, then the scheme shall go ahead no matter who joins it.

The AIN has to have some form of budget for the departments. A budget was made last year and ministries were given a specific budget which they can spend.
The AIN is paid money by national governments for their membership to pay for all of these things, like AIN Expo, AINvision, Alliance Games, Alliance Health Card... It's all paid for somehow. Did you expect the money came out of nowhere?
Maybe a new AIN budget will be made by the Ministry for Innovation, Trade and Investment.
