History:
1431 – Settlers arrive in western Kievian Rus from Romania, form town of Ciar
1478 – First family of Poles arrives in Ciar
1491 – Townspeople build Castle Argint along the outskirts of the town. The castle served as a fortification and a home for the town’s religious officials
1518 – First head count is performed, population of Ciar determined to be 7,138.
1526 – Slave raiding scares many out of Poland, Polish settlers arrive in Ciar.
1530 – Second head count determines population of Ciar to be 11,006.
1552 – First public school in Ciar is formed, integrated as a Romanian-Polish school. This marks the beginning of Ciarnesian identity.
1558 – Scholars begin developing a new language, based highly on Romanian with borrowed attributes from Polish in order to close language barriers. Townspeople were mostly supportive, although many opposed it.
1566 – Ciar’s school begins to teach the language recorded as ‘Townspeople’s Language of Ciar’.
Approx. 1600 – Large-scale fire destroys an unknown amount of buildings, causes citizens to spread to rural areas
1633 – Second town is formed by Polish and Romanian settlers under the name Savinesti
1640 – Head count is performed, population of both towns determined to be approximately 26,400; mostly in Ciar, and excluding those in rural areas.
1692 – University of Ciar is formed, scholars begin to move into the town
1703 – The denonyms Ciarei and Czarski arise to refer to those living in Ciar, perpetuating new identity.
1849 – Industrialization booms in Ciar and Soboviczei, pushing them to much higher populations due to an influx of immigrants from Romania, Poland, Serbia and Russia.
1872 – Ciar and Soboviczei begin to become crowded, many residents move out, occupying rural areas and ethnically Ukranian towns.
1900 – Population of Soboviczei estimated to be 400,000; Ciar estimated to be 90,000; modern statistics place Ciarnesian population in western Ukraine at 1,650,000.
1917 – Ciarnesians push for independence, requests fall on deaf ears as the region is forced into the Ukranian Peoples Republic and eventually the USSR
1948 – Constant ethnic tensions directly following World War II drive many Ukranians and Russians out of west Ukraine, creating an area predominated by Ciarnesians, Romanians and Poles.
1954 – Smuggling drive begins in western Ukraine as political statement. Hundreds of millions of dollars worth of crops, equipment and industrial goods were smuggled out of Soviet work facilities and sold to private parties for lower prices, crippling the Soviet Union’s economic control over western Ukraine. Smugglers’ political representatives are arrested after delivering warning messages to the Soviet Union promising a cease and desist in exchange for autonomy.
1956 - Formation of the Charnezhyian Soviet Socialist Republic. Smuggling drive is stopped abruptly.
1960 – Development begins on thousands of flats throughout the Charnezhyian SSR.
1966 – First Nuclear Power Plant built in rural Soboviczei, many more built in the years to follow, making the country’s power supply highly dependent on Nuclear energy
1973 – Neboznik Space Station built in Ciar, contributed to tests and minor launches, paved the way for further cosmonautic infrastructure following independence.
1986 – Saientifica Magazine releases report stating that nuclear energy in the Charnezhyian SSR is the leading producer of carcinogens and causes approximately 12% of deaths in the country.
1991 – Dissolution of the Soviet Union, Commonwealth of Ciarnesia founded.
1991 – Slum clearance in Padurica makes way for Plah Centralaea, a large business plaza which would soon house the country’s new capital building and begin the modernization movement in Ciarnesia’s major cities.
1992 – Iosif Andraeavsce elected president, Valentin Dragomir appointed prime minister.
1996 – Nuclear Plant Novoyu Slavu decommissioned and razed, solar field built at the site of the plant shortly after. This marks the beginning of the green energy initiative.
1997 – CiarNet founded, internet becomes established in Ciarnesia.
1998 – An influx of illegal immigrants begin to enter the country. As a result, the parliament passed the 2 kilometer act, which allowed illegal immigrants to enter and take residence anywhere within two kilometers of the country’s border, but imposed strict fines and jail sentences on violators.
2000 – In order to reconcile a dwindling tax base, Cannabis and Ecstacy were legalized by parliament under heavy sales taxation.
2003 – 51 year old Henryk Hlodyczowski killed in rural northern Ciarnesia after stepping on a mine in his potato field. This is considered to be the first and only terrorist attack in the country to date.
2011/2012 - Modern-day Ciarnesia faces a number of issues. Poverty in the 2-kilometer zone has grown substantially over the past ten years, forming slums with little prospects and high crime. The country's conversion from Nuclear Power to cleaner sources such as wind and solar energy has become slow and painful, due to the fact that a substantal loss of money is involved when decommissioning high output plants with risk of radioactive contamination in order to convert them to multiple clean, low-output facilities. The population is beginning to feel concerned towards the level of state subsidization the government still holds in agriculture and industry, making claims that the country is still pushing for a socialistic economy.
Nonetheless, Ciarnesia remains the third most affluent former Soviet republic, and first outside of the Baltic states. Pharmaceutical development and production is pushing it's way into becoming a staple of the country's economy, which is predicted to create a large amount of high-paying jobs in the next five years. As presidential elections are right around the corner, many residents are pushing for candidates with promise to de-subsidize the country. However, others have come to the realization that de-subsidation may put hundreds of thousands out of work. At this point, the country is in a make-or-break situation in many of it's issues.

Padurica Centru d'Islam is the country's most prominent mosque, and is cherished the most by Bosnians and Arabs in Padurica and the surrounding city of Soboviczei. Ciarnesia is not a highly islamic country, being mostly an admixture of Orthodox and Roman Catholic. However, there is a number of Islamic minorities living in urban areas in Ciarnesia.
The Ciarnesian capital building in Padurica's Plah Centralaea
The establishment of Plah Centralaea sparked a modernization movement in Padurica. It is very common to see a brand new office building or apartment complex among older buildings.
Padurica's Hotel Saivani is a popular lodging option for wealthy tourists. In addition, the hotel's restaurant and casino are open to the public, making it a frequented nightlife destination among locals as well

Wide roads provide ample accommodation for high volume traffic in urban areas
Rural poverty is a major issue for much of Ciarnesia. In rural areas, over 40% of residents live under the country's already low poverty threshold

Hiigara is the one that wraps around the Black sea, right? If so, no, but it's nearby.
EDIT: No skype, and it's based more on Romania.

Yeap Hiigara is the Black Sea Confederacy. It would be cool if we can have borders, we are only seperated a little bit by Moldavia and Ukraine.

I was a member, but I wasn't quite involved enough to become a full member back then. The union was small and not very organized as I remember it so that made it harder as well. Plus back then I couldn't really stick to one city journal. I can already tell things are in good order now, though.

Yes, Things are very professional now, I wasn't a member back then but we aren't far from having a site rivaling simtropolis (apart from having a STEX) which will substantially boost the professionalism. And we're now sitting around 30 members too.
Re: VOTING | Commonwealth of Ciarnesia
I really love the detailed timeline style history of your country (I'm studying to be a history teacher so I would love it)
I definately see the influence of your style of government and a former USSR republic in your city building which adds to the realism of your country. IDK if associate members like me can vote, but you definately have a YES from me.

Welcome to the forums. Great application so far!
Your wiki page has been warned as you shouldn't have created a wiki before you have been accepted.
An admin will probably post the checklist for your application sooner or later. Probably later.

Probably for a couple reasons, the blue squares because of the water mod, the choppiness from the zoom I took that picture at, and plus I didn't photoshop any of these pictures besides the grafitti one which I will do with the actual city journal. I took that picture as a quick thing to post it up since a custom water mod is one of the requirements.

Re: VOTING | Commonwealth of Ciarnesia
The admins are really, really busy with a lot of projects, investigations, preparation for the new forums alongside real life stuff.
So...
I ain't going to be posting a checklist, as you seem to pass all the essential requirements (members may correct me if I am wrong).
This can go straight to vote...

Voted. Welcome back to the AIN, it's been a while but I'm sure you'll remember some of the faces and features.
I look forward to roleplaying with your country (I'm in the Mediterranean) and seeing your country develop and grow in the union. Two more votes needed and then you'll be a member!
