Nate, I do not think that should be. What if Hitler had been captured, but it had been illegal to execute him? Then that leaves the chance (however remote) that he could have escaped and started an other nazi empire and costed thousands of more lives to stop him. anyways, i have proposed something of a compromise:
AIN Constitution First Amendment (Proposed)
Death by firing squad is no longer considered a form of "torture" (as stated in Article Six, Section Eleven, Clause One of the AIN constitution) when practiced in a proper manner. This proper manner being that the shot(s) should be aimed at the head, their shall be no prolonged waiting or other anxiety producing procedures, and it must be insured that the victim dies on the first shot to prevent suffering. Furthermore, the practice of "Death By Firing Squad" can only be practiced by military forces. If at anytime the person sentenced should prefer to have some other form of execution, it is unlawful to deny them this right.

The Republic of Arcacia can, under no circumstance, promote nor condone the use of the death penalty under any circumstances as it is in direct violation of our constitution, specifically Article 69.

ok, how bout this, we leave the matter of execution by firing squad up to the individual countries. maybe the matter of the death penalty itself. but if a country does have the death penalty, they have to abide by said rules.

Update:
Just minutes ago, while being transferred to an Aleksanian Maximum Security prison to await the AIN Supreme Courts resolution of this matter, George Tiiglaar was shot in the chest by an enraged citizen who was later apprehended by authorities. Tiiglaar is currently in Fort Keiv military hospital and is listed as in critical condition.
