The Former Constitution

Preamble

“As members of the AIN we look forward and back in an ever changing
union to help learn about life, politics, and the human nature like no
school will ever provide. We test the ideals of human ideology both
good and bad, and share our common interest in one game that draws us
from All Corners of the Globe to one place to
learn, grow and play. This is the Alliance.”




AIN Membership - 1.0

1.1
- Being part of AIN is very easy and simple. In the University section of
the forum is a subforum called Admissions Desk. There, a hopeful
applicant makes a thread regarding their application. The basic
requirements are a unique and realistic flag and coat of arms,
a location map, realistic size and population of the country,
a suitable type of Government, the NAM and a reasonable amount
of custom content and a strong and detailed history. Then a minimum
of ten pictures are to be posted in the thread. This is part of the
Member Application guidelines, which are found in the Admissions Desk
as a sticky thread. You can also find a template application here as well,
to help start you off when applying to join the Union.
Full Membership applications also need to fulfil a checklist requirements,
including all of the essential prerequisites from a junior membership application,
as seen above, and at least 10 in-game images, including Before and After pictures.





Forum Rules - 2.0

The rules of AIN are basic, but necessary.



  • 2.1 - No offensive language or harassment of any members of this union
  • 2.1.1 - 1st Offense is a 3 Day ban from the forums
  • 2.1.2 - 2nd Offense 1 week ban
  • 2.1.3 - 3rd offense banned permanently from AIN


  • 2.2 - No Spamming of the forums
  • 2.2.1 - 1st Offense warning from Admins
  • 2.2.2 - 2nd Offense 1 week ban
  • 2.2.3 - 3rd Offense banned permanently from AIN



  • 2.3 - Official Roleplaying Rules
  • 2.3.1 - All roleplaying MUST be in italics
  • 2.3.2 - Non-roleplaying MUST be keep in normal text.
  • 2.3.3 - If rules are broken
  • 2.3.3.1 - 1st Offense warning from Admins
  • 2.3.3.2 - 2nd Offense 3 day ban
  • 2.3.3.3 - 3rd Offense another 3 day ban
  • 2.3.3.4 - 4th Offense banned permanently form AIN





House of Administration - 3.0



  • 3.1 - All governmental positions in the AIN are 6 month terms.
  • 3.2 - Only full members can be elected for government positions
  • 3.3 - Government leaders can be reelected in as many consecutive terms as possible
  • 3.4 - If a government leader resigns or is fired will be replace within 1-2 weeks by the a union vote for a new leader for that position
  • 3.5 - AIN Government Positions
  • 3.5.1 - President of AIN-
    Head of the union, will be the official spokesperson of the union and
    will oversee union going-ons along with the admins. The President will
    be coordinating with the Vice President on union affairs, but will have
    the overall executive decision

  • 3.5.1.1 - These executive rules include; making final decisions on hung jurys, issuing bans, and all final decisions when one can not be figured by the two parties
  • 3.5.2 - Vice President of AIN-The
    Vice President coordinates with the President to help keep the union in
    order as well as bring balance to the union. The Vice President also
    coordinates union events in terms of opening biddings, maintaining
    event schedules and anything else pertaining to union events.

  • 3.5.3 - Education, Health and Safety Director-The
    Director of Education, Health and Safety oversees all nations of the
    Alliance of Independent Nations in regarding of the people's lifelong
    education and the health condition of the people from cradle to grave.
    It too oversees both international and intranational security of the
    Alliance.

  • 3.5.4 - Economy & Trades Director-The
    Director of Economy & Trades oversees all nations of the Alliance
    of Independent Nations in regarding of the economical status of all AIN
    nations. It too observes and strengthen all trades amongst the nations,
    both local and international. The head also manages the union bank.

  • 3.5.5 - AIN Games Director-The
    Director of AIN Games oversees all nations of the Alliance of
    Independent Nations in regarding of the iconic AIN Games, held a couple
    of times per year. It ensures that the Games go on smoothly without any
    hiccups.

  • 3.5.6 - Chamber of Intelligence Director-Maintains debate and voting polls.
  • 3.5.7 - Foreign Affairs Director-The
    Director of Foreign Affairs oversees all nations of the Alliance of
    Independent Nations in regarding of affairs that concerns all AIN
    nations and all other international organizations. It ensures that AIN
    could maintain a good relationship with other international
    organizations and all AIN nations get along with one another well.

  • 3.5.8 - Infrastructure & Transportation-The
    Director of Infrastructure & Transportation oversees all nations of
    the Alliance of Independent Nations in regarding of the infrastructure
    management and the transportation network of all AIN nations. It
    ensures that every infrastructure and transportation network goes on
    smoothly to avoid troubles in future.

  • 3.6 - Department of Administration
  • 3.6.1 - Head of Administration - The Head of Administrations job is to run the group of admins. And also to oversee the that union positions are being run correctly. Head of Administration is 3rd in charge of the AIN Government behind the President & Vice-President. This job is not voted in during elections.
  • 3.6.2 - Overthrowing of AIN Government - The Department of Administration has the right to overthrow the government of AIN when things go wrong or the President or Vice-President begin to be to power hungry. At any given time to DOA has the right to oust a Department leader upon an admin vote then a private personal message vote. PM is not to be sent to the person of conflict.
  • 3.6.2.1 - After overthrown government - After the a certain position is overthrown the Head of the Administration becomes the leader of that position. He is allowed to decline and pick one of the admins to assume that position as well




Declaration of War/Conflicts - 4.0


  • 4.1 - Both sides of the conflict must agree upon the conflict before any action takes place
  • 4.2 - No God-Moding is allowed
  • 4.2.1 - What is God Modding? Saying what happens to other peoples stuff
  • 4.2.1.1 - Refer to God-Moding Rules in the House of Administration
  • 4.2.2 - All deaths from an attack will be determined by the nation that was attacked
  • 4.2.3 - All attacks must be agreed upon before they take place, along with deaths from the attacks




AINERO Currency - 5.0


  • 5.1 - The AINERO is the official currency of the Alliance of Independent Nations
  • 5.2 - All Nations must accept the AINERO if a member of AIN
  • 5.3 - The AINERO doesn't replace any national currency




Human Rights - 6.0


  • 6.1 - Universal Declaration of Human Rights protects all AIN Nations citizens of all races
  • 6.2 - Everyone has the right to life & liberty
  • 6.3 - All people are entitled to all rights set forth in this declaration
  • 6.4 - No one shall be held in slavery
  • 6.5 - No one shall be subject to torture
  • 6.6 - All people are equal before the law
  • 6.7 - All people have the right to own property
  • 6.8 - All people have the right to nationality
  • 6.9 - All people have the right of Free of Speech
  • 6.10 - All people have the right to work & leisure
  • 6.11 - No one shall be executed under law in the following terms
  • 6.11.1 - Death by Firing Squad
  • 6.11.2 - Death by Hanging
  • 6.11.3 - Death by Electrocution
  • 6.11.4 - Death by any other means of torture
  • 6.12 - Execution may be done under the following terms
  • 6.12.1 - Death by Lethal Injection
  • 6.12.2 - Death by any other term of non-torture
  • 6.13 - The AIN Court can not hand down any death sentence
  • 6.13.1 - Any AIN National court may hand down a death sentence if it follows the above laws

AIN Internet Meetings - Skype - 7.0

  • 7.1 - All AIN Internet Meetings will take place on Skype
  • 7.2 - MSN is no longer a meeting place of AIN Meetings
  • 7.3 - To participate in the AIN Meetings you must download Skype for free
  • 7.3.1 - You are not required to take part in AIN Meetings

AIN High Court 8.0

  • 8.1- All verdicts are final
  • 8.2 - In case of Hung Jury, President makes final verdict.
  • 8.2.1 - Jury votes must result in a unanimous decision or a Hung Jury will be applied
  • 8.3 - Nation sanctions are determined by Judge & President of AIN

The Five Pillar System 9.0


  • 9.1 - [LEVEL 1]
    Directive:

  • 9.1.1 - Can Be Proposed By: Junior Members, Full Members,
    Administrators, Union Founder

  • 9.1.2 - Can Be Voted On By: Junior Members,
    Full Members, Administrators, Union Founder

  • 9.1.3 - Requires: A simple
    majority (i.e. one vote majority) at vote for a minimum period of 7 days

  • 9.1.4 - Necessary
    Poll options: [YES], [NO], [ABSTAIN]

  • 9.1.5 - Legal Status: Does not
    automatically become union law and therefore needn't be applied to all
    countries, only nations wishing to ratify the law will do so

  • 9.1.6 - Examples:
    Forum Guidelines, vetoed statures, minor forum issues, other minor
    issues, setting up of organs

  • 9.1.7 - Comments: All former proposals accepted
    will become directives unless they fore-mention that they must be
    ratified by all member nations




  • 9.2 - [LEVEL 1.5] Treaty:
  • 9.2.1 - NOTE:
    TREATIES WILL NOT NORMALLY BE VOTED UPON IN THE VOTING CHAMBER AND
    USUALLY ARE FORMED IN PRIVATE UPON CONFIRMATION ALL INVOLVED PARTIES
    AGREE

  • 9.2.2 - Can Be Proposed By: Any Person (Including those not a
    member of the AIN)

  • 9.2.3 - Can Be Voted On By: Involved Parties
  • 9.2.4 - Requires:
    All involved parties agree

  • 9.2.5 - Necessary Poll options: (None, private
    agreement)

  • 9.2.6 - Legal Status: Not union law, but a legally binding
    document that can be disputed before the AIN Court

  • 9.2.7 - Examples: Trade
    agreements, Visa waivers, Border disputes, De-Militarization



  • 9.3 - [LEVEL 2] Statute:
  • 9.3.1 - Can Be Proposed By: Full Members,
    Administrators, Union Founder

  • 9.3.2 - Can Be Voted On By: Full Members,
    Administrators, Union Founder

  • 9.3.3 - Requires: 2/3 Majority (i.e. two votes
    approval) and at least five confirmed votes for a minimum of 12 days

  • 9.3.4 - Necessary
    Poll options: [YES], [NO], [ABSTAIN], [VETO]

  • 9.3.5 - Legal Status: Must be
    ratified with 30 days by all Full Member nations and also any nations
    upon granting of full membership, may be ratified by junior members but
    this is not legally required. If a nation believes the new act is
    unjust, puts their national security at risk or in any other way
    drastically affects their sovereignty they may veto the act giving
    justification, if the proposer wishes to dispute the veto it must be
    brought to the AIN court.

  • 9.3.6 - Examples: Major changes to forums, military
    laws, transport/travel laws etc.

  • 9.3.7 - Comments: A current example would
    be Declaration of Human Rights and Operation Emergency



  • 9.4 - [LEVEL 3]
    Order:

  • 9.4.1 - Can Be Proposed By: Department Heads, Administrators,
    Union Founder

  • 9.4.2 - Can Be Voted On By: Full Members, Department Heads,
    Administrators, Union Founder

  • 9.4.3 - Requires: 2/3 Majority (i.e. two votes
    approval) and at least five confirmed votes for a minimum of 12 days

  • 9.4.4 - Necessary
    Poll options: [YES], [NO], [ABSTAIN], [VETO]

  • 9.4.5 - Legal Status: Must be
    ratified by all, no exceptions

  • 9.4.6 - Examples: Forum Rules, Constitution,
    extremely important laws etc



  • 9.5 - [LEVEL 4] Amendment:
  • 9.5.1 - Can
    Be Proposed By: Full Members, Administrators, Union Founder

  • 9.5.2 - Can Be
    Voted On By: Full Members, Administrators, Union Founder

  • 9.5.3 - Requires:
    2/3 Majority (i.e. two votes approval) and at least five confirmed votes
    for a minimum of 12 days

  • 9.5.4 - Necessary Poll options: [YES], [NO],
    [ABSTAIN], [VETO]

  • 9.5.5 - Legal Status: See whatever it amends
  • 9.5.6 - Examples:
    Adding to constitution, adding exceptions to a statute

  • 9.5.7 - Comments:
    Overrides previous law

This has been repealed as both Union Law and as the De Jure Constitution.

It has therefore been archived.
