Under this proposal, members would be able to move between membership levels without having to reapply. Basically, if you are a Member State and you are going to be inactive for a while, you can move down to Associate Member or Observer, simply by sending a request to an admin. Once you are able to return to your previous level of activity, you will be able to have the highest level of membership that you have previously been approved for restored without having to reapply.

For example, if a Full Member is going to be exceptionally busy for a few months, they may wish to drop down to Associate Member or Observer. Once they have returned, they can move back up to Associate Member or Member state. If an Associate Member knows they are going to be inactive, they may drop down to Observer and then have their Associate Membership restored afterwards.

Yes, you can move between any of the membership levels, up to the highest you have been approved for. If you are an Associate Member and you wish to become a Member State, you will need to apply as per normal.
