Should eLearning Program be continued?

eLearning Program is a Program that provides online education learning 24/7. Basically, whenever a student is absent from school, or when schools have to be close temporarily due to events such as disease outbreaks and contamination outbreaks, eLearning enable the schools to provide educational materials to students via the internet. Therefore, students can continue to learn at home and their acadamic year will not be affected. Every students and teachers have their own account to access the eLearning Portal.

Here's an example:
A new disease outbreak forced all schools to shut down temporarily for one month.
Teachers will upload educational materials (e.g. tutorials, notes, online quiz, homework, etc.) online through their school's eLearning Portal unsing their own account.
Students at home will then go to the eLearning Portal and look through the uploaded contents using their own account.
When school reopens, students will then hand up all hardcopy homework to their teacher should there be any.

All activities in the eLearning Portal will be track (including duration), allowing the teachers to check if the students does their work or not. Parents will also have their own account to track down their children's progress in school (e.g. attendance, test results, quiz results, exam results, behaviour in school, etc.)

Every user will have to pay a small yearly fee for the maintenance of the eLearning Portal, depending on the country's stand on free education.

Ollingdale already has this service in a majority of schools, and it is provided by the FROG Learning Platform.

In that case, FROG can be intergrated into AIN eLearning Program, but as a sub-division of the program. Meaning that FROG will be run independently, just that it is part of AIN eLearning Program.

Arcacia already has this program. It's called REP (Remote Education Program) for primary school and high school, mainly used by home-schoolers but also as a way of regular students to attend school without actually attending school. If they log in and complete certain tasks, they are considered to have attended school that day. For college, the OINC (Online Internet College) works in the same way. Universities also provide there own remote access, with OUA (Open Universities Arcacia) providing university degrees completely online. OUA is somewhat separate to the universities individual student access, though it does link in with the program as all universities offer the option of online study for some courses.

In Illu'a, some school districts have experimented with it, but nothing nationwide has been implemented. I'll support it.

Tirnlander Ministry of Education would be interested, although if money is involved, the system would have to be on standby, as there is currently no need, but we would like to have it purely as a back up system.

The reason is that Tirnlander schools are pretty hardcore; if something was bad enough that schools had to close and/or students couldn't go to school, the internet would be inaccessible or education would be at a lower priority than survival.

Money will be required for the maintenance of the portal. Also, the program is not compulsory but recommended.

Most of Shushtrepistaz Private Schools and some Public Schools have this, but because of not enough funding only Metropolitan Schools have it

I just found out a loophole in the eLearning Program.

Not all families have at least one computer with internext access.

Therefore, I'll open a quick vote for 48 hours.

Question: Should eLearning Program be implemented?

In Ollingdale most families have internet access, and if they do not then there are many Libraries that offer internet access. So I voted YES, without restrictions.

Upon careful consideration, I have decided to cancel eLearning Program with the following reasons:
1) A handful number of countries have some similar program in place.
2) Until further researches are done, the plan will be cancelled for now.

eLearning Program may surface again in the near future, depending on the situation.
