1a. No God-Modding (Like a nation with 1 mil+ gets herd immunity)

3a. PM others for influence onto other nations directly

Information
Participation
1b. All participating nations, do not need to gain STS, but could help
2b. There are two participants indirect participation, direct participation.
3b. Direct = Has reports of STS
4b. Indirect = Helps stop STS
5b. They can switch at any time

Herd Immunity
1c. To acquire herd immunity the population must be under 250,000 people, must not be within 200 miles of a Direct Participant
2c. Cannot ever become a direct participant of STS

Nations in herd immunity

Non-Participation
1d. Cannot/can meet Herd Immunity Requirements and also do not want to participate
2d. These nations will just not gain STS but can come Participate later unless in Herd Immunity
