Should this Class A Bill be accepted into Union Law?

Class A Bill - 10 votes minimum, 50%+1 to pass
During the October "event", there was a suggestion to reform the entire membership system which I quite liked, when I read it. Here's what Spy9600 suggested:
What I propose is basically that: The best applicants go straight to Member State, and the weaker applications go to Associate Membership. This shouldn't harm either of the groups, because it means applications that are amazing go straight to a strong position, and those that need work can have that assistance. However the one month rule would remain, and associate members can also vote on applications going directly to Member state.
You need:
Associate: At least 12 members voting "Yes, Associate Membership" or "Yes, Member Statehood" (12 votes minimum)
State: At least 9 members voting "Yes, Member Statehood" (12 votes minimum)

Better: People wanting to join us should just apply to join AIN, and the current Admins and Full Members should vote

Then after having the chance to try to join us as Full Members, if the applicant only managed to be a Jr. Member, we should apply a minimal time of 2 weeks after he can give it another shot.

Great proposal - though can I also suggest extending the Associate to Member State transition period from a month to 8-10 weeks?
