Why isn't this able to be negotiated?

At the moment the Government of Cattala is establishing the facts of the situation. Many of the quotes and events over the past week in this spat have been exaggerated and over-interpreted, so we need to work out what is fact, and what is fiction. We continue to pursue a diplomatic dialogue with the Atlantic Federation, and hope to achieve this over the next week.

Why have you not yet responded to the Atlantic Federation's letter of apology?

Well, the letter was delivered to my office less than 24 hours ago, despite being dated the 14th December 2011 (laughs). The letter contains some very kind words, and I look forward to talking and meeting Mr Kral over the coming weeks. It is good to see that the Atlantic Federation, or at least some of it's Government, acknowledges that the comments were pre judgemental and inaccurate.

Relations with Galbadia should not be affected by this situation. I'm not going to get into scrappy fights like my Veratlantian counterpart, because I feel that we should be better than that. Galbadia is a sovereign nation and we will respect any decision they make.

From Cattala's perspective, there has been no military movement. Contrary to earlier reports, we have not ordered any ballistic missiles and are not preparing for a war over this diplomatic crisis, as you put it. Obviously I wish to avoid a conflict at all costs and hope to see this resolved diplomatically, because if there is a war then it could be very detrimental to Cattala militarily, and economically.

The report that we are conducting a ballistic missile test was false, Cattala currently has no ICBMs in it's military arsenal. We are on Stage 3 Alert, however depending on events overnight that will be on constant review.

Currently we've held no negotiations with the Atlantic Federation, although I hope to meet the foreign minister in the next few weeks to resolve this. Cattala will persue a peaceful and diplomatic line, we want to avoid war at all costs.

Is Cattala prepared for a war?

Cattala is on stage three alert. We are constantly reviewing this, and if we go to Stage 4 then we will obviously become a lot more concerned about a war, and will have to put in place the necessary protection measures. Stage 4 Alert will also result in an emergency European Defence Alliance meeting, in which the EDA Treaty might be called into effect.

National Affairs Ministry raises security alert to Stage Four
Government warns nation to be "cautious" as terrorist attack is now "imminent"

The Ministry of National Affairs has raised Cattala's security alert level to Stage Four of Five, for the first time in nearly 10 years. In a statement tonight, National Affairs Minister Luca Boccelini RG told the public to stay vigilant and remain prepared for an attack from "foreign and local" threats. The last time the alert level was at the penultimate stage, was in September 2001 following the 9/11 atrocity. The terror alert level, part of the security alert, remains at Stage Five, the highest available level. Extra armed police patrols of transport hubs and of major public buildings and landmarks have begun, with all police leave and absence cancelled.

Stage Four means a terrorist attack or foreign invasion is "imminent" and is the second-highest stage available to the Government. Stage Five would mean the military patrols the streets and the aviation industry would close down as part of a war procedure. Stage Five has never been used.

Terrorists imprisoned for Life
Five men, including one Rhodes citizen, will live the rest of their lives in prison

Five citizens from Rhodes and Syldavia were today sentenced to life imprisonment with no minimum term. The quintet, who's names cannot be revealed for legal reasons, showed "no remorse" when addressing the judge and the jury and were found guilty of conspiracy to murder, possession and manufacture of illegal explosive substances and conspiracy to cause explosions. Investigations by both the Cattalian Police Federation and Syldavia's police continue into the plan to attack strategic locations in Cattala and other AIN nations. The men were all aged 21-34, and had links to extremist organisations.

The Terrorist Alert level remains at Stage Five, due to the ongoing investigation and risks posed to Cattala by foreign and national terrorist threats. The overall alert level remains at Stage Four, and General Alert Level remains at High. The public should remain "cautious and aware" and report any incidents or suspicious behaviour to their local police force immediately.

Cattalian Statement regarding the shooting of a Hiigaran plane
Attended by the Ministers for Defence, Foreign Affairs and National Affairs

Four days ago, a modern Hiigaran fighter plane was shot down by the Cielo Salvatori after it illegally entered Cattalian airspace. The plane made no attempt to communicate with the Cattalian air traffic control team, and when requested to leave ignored the instructions. Therefore, following procedure, a fighter jet was scrambled and attempted to make contact with the plane, which was confirmed to be of Hiigaran origin. The pilot was uncooperative and unwilling to leave the airspace, and therefore we took the decision to neutralise the potential danger. From inspection of the crash site, independent investigators have confirmed that the plane was armed with weapons. From military transcripts, we can also confirm that the plane was moving south east, towards the Ionian province and therefore, mainland Cattala. A further press statement will be made tomorrow.

Hiigaran Confederacy is outraged that the Plane was shot down and there wore no plans on entering the Cattalan Land. Kirill Augulov was on a training mission and probably flew over Cattala. Hiigaran Confederacy will soon start talks on what to do about Cattala attack on a Member State of AOIN and Killing a citizen of AOIN, Hiigara, Argindian Republics. Emergency Cabinet Meeting Underway as Hiigara prepares to blockade Cattalian port
Tankers, workers and container ships evacuated as military prepares to move in

Lord Secolo's Cabinet is currently meeting in an emergency session as reports of a Hiigaran blockade of West Jennai's central port area spread across the world. The Armato Salvatore can confirm that half a dozen foreign naval vessels are currently en route to Jennai, and that all Cattalian vessels have been instructed to steer clear of the armed ships. We can also confirm that fighter jets have been scrambled over Ionia, Jennai and Rhodes due to the threat to civilian life by these vessels. Once the Cabinet Meeting has been adjourned, a press release will be made informing the public of the steps Cattala will take to combat this aggressive act.

Cabinet Update on Hiigaran Plane Shooting
Naval vessels patrol Cattalian waters as military surrounds blockade - Govt preparing for war

Cattala's Regal Government has announced plans to step up the stand off with Hiigaran naval vessels who have now been blocking Jennai's Western Port for nearly 20 hours. The Terra Salvatori has entered the port, and a force of over 2000 armed men has surrounded the port, with more stationed inland. The Marino Salvatori is currently patrolling the territorial waters of both Cattala and Rhodes on 24-hour shifts, and any further Hiigaran intrusions will be met with hostility. The Cielo Salvatori is continuing air patrols that began on the night of the shooting.
Galbadian military ships, who were training in the Ionian Sea near Jennai, have now relocated to the Tyrrhenian Sea north east of Cattala.

In a gesture of goodwill, the Cattalian Government will deliver the body of the deceased pilot to the Hiigaran embassy tonight. However the plane that was neutralised will not be returned to the Hiigaran Confederacy due to ongoing military investigations. Instead, it will be delivered to Galbadia for extra testing, following discussions between the Galbadian Government and Lord Secolo this morning.
The Cattalian embassy in Hiigara has been closed as of 19:00 Hiigaran time and all Cattalians have been urged to return to the Holy Regno. The Cattalian ambassador to the AIN has also been evacuated from Nogovicka.

Hiigaran vessels withdraw from Cattala
Day of Celebration to be held on Sunday as our small island defeats a regional power

Today Lord Secolo declared Sunday to be a Day of Celebration for the Holy Regno as the Hiigaran military vessels withdrew from Jennai's port, escorted out of Cattalian waters by a flotilla of Lower Columbian and Rhodos ships. Fighter jets remained in the air above international waters as the fleet left, humiliated by their failure to destroy the hearts of Jennai. This morning the remains of the neutralised plane were delivered to Galbadia, as promised by Secolo's government last night. However Lord Celestine was not complacent in Parliament this afternoon.

"We may have forced out an aggressive invasion, but let it not be forgotten that we came close to being wiped out this week. We will now continue investigations into what occurred and will put new guidelines in place for incidents such as this one. However we will not apologise for protecting the citizens of Cattala. We still have no idea what that plane was doing approaching Ionia and Almae, and until we have found out why, we will join our allies Corraile in referring to Hiigara as a rogue state. The presence of the Lower Columbian and Galbadia fleets in the Ionian Sea will continue, and training will be stepped up. We will not rest until the reasoning behind that plane's presence is uncovered."

We are gathering humanitarian aid supplies, such as medicine and tents. However we currently can't deliver these goods due to the military attacks being too high a risk for our aid workers. We want to help, but the Hiigaran forces aren't allowing aid through, according to our charity sources. Konfederatisk Response

Hiigara does not believe there is a possibility of diplomacy with Eastern Militia, that has taken humanitarian aid supplies from civilian population in Kegi, before the military intervention. Hiigaran Military has no plans on staying in the region and has not invaded, our main goal only is to return peace to the safe zone and try and destroy the militia. Hiigara and Shushtrepistaz, are only two nations that right now have started returning peace to the region. If there would be no military intervention, there would be more deaths and less help given.

On question of Humanitarian Support, Hiigaran Military nor Hiigaran Government has any information of Cattala trying to contact and work with our side. If Cattala wants to work with the Hiigaran Side, we are happy to support Personal of Cattala that wish to help Uroborian Civilians. But we can only help to support your aid workers in city of Kegi and small area around it.
