For me because the city is founded in 1985 as a 'new capital' so the city would be a newly formed city compared to other.

People of that region called that city "Nova Cidade" because during the civil war "Nova Cidade" was the centre of the conflicts and many buildings, bridge, almost the City centre were destructed, so people decided to construct a new city and call it "Nova Cidade". For the inhabitants of that city: "Nova" means reconstruction so, reconstruction of the city.
