P.A.S Recieved/ Pending
Here is a list to remind countries of who has/hasn't sent their PAS in for the Saint Vincent Winter Alliance Games.
Please make an effort to have your nations PAS form in before the due date of the 22nd of February

The DEADLINE for PAS FORMS is fast approaching. 4 DAYS left to go.
Nations who fail to submit will forfeit any accumulated PAS points for the next Summer Games, this includes any points won from medaling at the Simlympics.

Jo - that's not how it works. Failing to submit a PAS means they forfeit all their accumulated points for these games. That is, only their base points are taken into consideration and are distributed randomly.
For instance, say a Member State has 1230 points. If they fail to submit a PAS, only 1000 points are used and they are distributed randomly. If they wish to claim the remaining 230 points, they must submit a PAS.
They can still accumulate points at the Alliance and Simlympic Games, even if they haven't submitted a PAS. Any points accumulated will be added to their total points in the PAS Allocation Centre.
Submitting a PAS, however, is the only way to claim them.
For Observers, the penalty is stiffer. Failure to submit a PAS results in exclusion from the Alliance Games.
Hope this clears up any confusion.

Observers from other unions are not allowed to participate in the Games at the present time.

Observer is just allowed to do minor roleplaying and have CN.

AIN observers are allowed to compete. However they do need to submit a PAS form to avoid exclusion from the games. No PAS no competition.

Jo - Observers from other unions are allowed to compete. That's why we assign them PAS points. They must submit a PAS form, though.

I'm going from Thomas's directive that he gave to me.
Observers from the AIN are allowed but at this stage Observers from other unions will have to wait for till the next Summer Games. Developments atm are very fluid and I'd like to take a wait and see approach to relations and the AGF's response to it. Besides all of this came up after the PAS was already opened. Notice how the list only has AIN observers in it?

The decision was taken months ago before the last games, because we had a load of applications at the same time. The AGF should make the decision for these games.

That's not how I remember it, Thomas. I remember COFR members suddenly leaving mid-games due a decision by Nate.

After consultation with Jo, we've come to a decision that Observers, regardless of their origin, cannot compete in the Alliance Games.
The reason is twofold. For observers from other unions, it is unfair to our own members to have to compete against members of other unions. For observers from our own union, it is unfair to Associate Members and Member States to have to compete against members who are currently inactive or on leave.
Therefore, only Associate Members and Member States of the Alliance of Independent Nations will be allowed to compete in the Alliance Games.
