I think that this could be a rejuvenating bill, keeping our union with the times. However, I think a few things should be thought over more.
1. Repealing the Constitution:: The Constitution has played a very important role in the past, allocating rules and keeping our organization a fun and interactive one. I think getting rid of it would be relinquishing a vital roleplaying element. IMO, "Executive Handbook" and "Forum Rules" sounds like we are simply playing a forum game, rather than giving a nice element of sovereign "nations" interacting. At the very least, transfer the important rules and regs from the Constitution to the two documents, and call those the Constitution.
2. Membership levels:: I believe the system of 2 levels of membership has worked superbly in the past, giving new members a time to get used to the atmosphere, allow them to flesh out their nations, and have a period of "probationary" judgement, if you will, by senior members. That being said, I think that the current system is functional, ("Why fix what isn't broken") and doesn't really need to change. However, I would be open to eradicating member levels, but there needs to be some conditions; we need a minimum length of time between membership acceptance and ministerial application, checkpoints for character and nation development,and some sort of accolade for time in the Union.

In fact, as many others members my only preocupation about this is that we don't distinct types of members. We should stay with the two current types of members: Associated and Members. This will force the "mediocre" skilled members to develope their skills and the members to maintain them.

As it is a constitutional amendment, 4/5 majority with at least 10 union members voting. If people do not think the vote has included as many people as it should, it can be extended (the poll) for up to 72 hours...

Ok, so it's actually sort of automatically passed at this point, since it's an 8-2 win at worst with the next vote. It looks good though
