That just says they're small, growable commercial, not whether they're Office or Services.

My ongoing project, in Celeste is the new Smart Growth area, where I will built an entire 1/4 of a large tile in Smart Growth styling, based on the ongoing Canada Water redevelopment.
Here is the first part, which I just finished.

Smart Growth, Transit Oriented Development, whatever you call it, it's all awesome.

Thanks Sky Guy, the terrain difference is based on the wonderful work in the "Stone Creek" Pacific NW CJ on Simtropolis, which inspired me to use this concept in Calora.
Most of the middle classes live in the small houses, whilst those slightly more wealthy live in the bigger apartment blocks. The lower classes don't tend to live in Calora anymore, it's a very middle class city.
