Day 2 - Visa Restrictions & Customs Union

Merci. Merci madams et monsieurs, bienvenue and welcome to Lycanthia. It is a great honour for our country to be hosting this summit between three good friends. Last night was a lot of fun, but now it is time to get on with the business of diplomacy.
Today we shall be discussing matters of border protection. Two issues will be talked about and the first one is brought by our friends to the North. I would like to now turn the floor over to the delegation from Arcacia.

Thank you ladies and gentlemen. First of all I would like to express my gratitude to Lycanthia for hosting this summit. Without a doubt, this marks a turning point in regional relations. I would also like to express my gratitude to Calaré for attending.
Over the last few months, 3 nations have started to get to know each other. Three nations who were strangers, despite being within spitting distance of each other but who had never met. The more we get to know each other, it seems the more we get to like each other. Our similarities, especially in relation to social policy and human rights, is surely the keystone of that relationship.
In order to further foster this relationship and allow our citizens to experience it on an individual level, I would like to propose a mutual open border. Arcacia and Lycanthia already have this policy towards each other, and by extension, we also grant this to citizens of Calaré.
Under the terms of the agreement, citizens of all three nations would be able to travel freely between them, needing only a photographic identification. Passports would not be required. Citizens would have the right to settle, without any special visa, to work, educate, and enjoy the freedom that each of our nations already afford their own citizens. It would include mutual supplementation of welfare and healthcare. Each nation would essentially view the citizens of each other nation in the same way we view our own. In matters of justice, a mutual extradition and deportation policy would be implemented.
It is my firm belief that in order to fully extend the rights we afford our citizens to each others citizens, we should start with the right of free movement. Thank you.

Thank you, Monsieur Raffaele. If I may be brief, I would like to say that I agree with all of that and I'm sure I can speak on behalf of all Lycanthians in expressing our wish that our borders be open to each other.
I would now like to invite the Prime Minister of Calaré, to respond and also introduce the concept of a customs union, which is an issue placed on the agenda by Calaré.

It is surely a wonderful day when you are amongst friends, and that is exactly how the Calaréann delegation and myself feel. Although our formal relationship is young, the fondness between our countries is as if we had have been friends forever.
As some people would know, some Calaréanns thought a day like this would never come, a day when a Calaréann leader could attend a summit like this. But after 10 years independence from Australia, Calaré has grown into a prosperous and confident nation which without the support of our regional friends would have been a much, much harder task to accomplish.
I stand here to affirm our friendship but also to strengthen it, so that we, our three countries may grow from friends to brothers in the family that is the Tasman.
I concur with President Raffaelle that we need to allow freedoms such as freedom of travel, work, and healthcare to our citizens. We need these reforms to allow our countries to prosper into the future together, to be able to weather any storm, to stand together in each others times of need.
That is why at the end of this summit, when the communique is issued i hope to be able to present it to the Calaréann Oireachtas (Parliament) and to the King for his ascent.
In order to allow that the Calaréann delegation has a few Ideas of its own to present. The one on Today's agenda is the establishment of a customs union between Calaré, Arcacia and Lycanthia.
A customs union is a type of trade bloc which is composed of a free trade area with a common external tariff. Our countries would set up a common external trade policy, but in some cases our seperate countries could use different import quotas. Part of the Customs union agreement would include a Common competition policy so as to avoid competition deficiency.
The purposes for establishing a customs union normally include increasing economic efficiency and establishing closer political and cultural ties between the member countries.
It would allow businesses in our countries that already do business to do it more effectively, cutting unecesary red tape and taxes in the process.
