Day 3 - Cross Border Taxation & Reciprocal Social Security
Today's postcard is from Duvall, Calaré.

Bonjour and good morning! Welcome back to l'Arène Nationale for the second day of talks. Today we will be continuing on from our discussions yesterday where we established that our nations would open their borders to each other, both for business and for the citizenry.
However, it is simply not enough to have an open border in place without policies to ensure that those choosing to exercise their right to freedom of movement are not looked after. In order to make sure that all those who choose to relocate can do so with ease, the delegation from Calaré has placed on the agenda for today the issues of cross-border taxation policy and reciprocal social security.
I would no like to invite Monsieur Rush to the podium to outline this proposal.

To have stable governments you need two things, strong democratic institutions and stable revenues. If our citizens are to enjoy freedom of movement, they must also realize that they must also in some way pay for that right. If for instance they could move between our great countries without a cross border taxation agreement in place I feel some citizens would unfairly take advantage of their fellow citizens by not paying their fair share of taxation by living away from home in a neighboring country away from the net of their respective taxation authorities. This loss of revenue makes it more unstable for governments to budget and govern.
The next item I would like to discuss as it again involves our citizens right of movement. If our senior citizens decide to relocate to one of our countries in their twilight years and they are recieving a pension from there home government. It would disadvantage them because at the present time we don't share the same currency and with the volitility of the currency markets some pensioners would stand to loose a sum of their pensions. I propose that the host government of the pensioners would top up the difference in their pensions. This would be in a reciprocal arrangement.

Thank you, Mr Rush. The Arcacian delegation agrees with Calaré on the subjects of cross-border taxation and reciprocal social security. However, we would like to see reciprocal social security extended not only to senior citizens, but also the disabled, students and the unemployed.
The disabled should not be limited by their condition and it is the responsibility of governments to ensure that they have access to the same liberties as everyone else. Also, students who may be studying by correspondence and therefore are able to commit to their studies from anywhere on the planet should be able to do so. Persons who are unemployed may seek employment in another market and should be facilitated in that effort.
Arcacia would therefore like to propose a linking of the various departments of social security to allow citizens of each nation to go into any office of each of the departments, knowing that they will be granted the same level of service that they would at home.
