I gotta agree with 2b2gbi. Since young, I always have the same mindset as Dan: tax the rich more tha the poor. However, as I grow older, what my economy-knowledgeable [and richer] friends and 2b2gbi said make sense. I also realise that circulating money* around helps the economy to grow, and it's mostly the richer people who help to circulate money mostly through stock trading and investments.
* For example: government collect taxes, which then use to pay for public amenities such as subways to companies building these amenities, which then the companies give salaries to employees, which then the government collects the taxes from them, etc.
But yeah, everyone have their own ways of thinking.

Statistically, rich people use far more of the infrastructure and services than the poor. This is why the tax rate for them is higher.
This bill was actually a private citizens bill. That is, it was entered into the Senate by a petition of private citizens. The person who proposed it is one of Arcacia's richest men and it was signed predominantly by high income earners.
The vast majority of Arcacians are middle class, earning between $35,000 and $65,000 per year. The tax rates for them are largely unchanged. This reform was about the high end of town picking up the slack and giving the low end of town a fair go.

From this tax reform, I can imagine the poor getting richer and they will get tax even higher. And with more money the government is collecting, I can imagine more amenities built for the people. I guess it's a win-win situation in my POV.
