That's a massive area of France, yet the population is tiny. And you need a capital.
I've only built four cities of my country, yet the population is 2 million, and I have hardly started the biggest city. I don't use the in-game data for anything. It's highly unrealistic to use it when you join a union.

I'm asking more people to if they can make it into an island. Also that is only 1 city with 300,000. The capital can be Eltrayton for now but it will change later.

I wish I could do it myself but I tried already and I had no luck. So hopefully someone will do it. Otherwise I may try to move it to a new location without redoing the map.

What I mean is, the actual population that you put down here, doesn't have to be the population of your SC4 region currently.

Oh. I though it had to be that. Sorry. I didn't know what you meant at first. Also: Do you know any mappers that may make the region I'm using into an island? I have only tried SimTropolis so there may be some I don't know of yet.

Can you not do it yourself? Just add some water around the edge.

Erm... You can't take Sicily. Yes it is close to Cattala - it's right next to Cattala - and is crucial to my entire history. Why don't you make up an island of your own?
